Job Summary

Under administrative direction, the Deputy Director of Indian Policy directs and manages the major projects of the Office of Indian Policy. This position provides overall direction and coordination of inter-divisional work teams to develop strategies to enhance tribal and urban American Indian community infrastructures in a manner that will lead to the reduction of health disparities of American Indians. This will involve assessment of tribal and urban American Indian community readiness to expand in health and human service areas, in collaboration with tribal and urban program leaders and staff; development of program designs that will equip tribal programs to assume critical health and human service responsibilities; development of legislative and budget proposals that will enable the implementation of tribal and urban programming.

Responsibilities include but may not be limited to:

Ensure that the efforts of project staff focus on key issues and that work is completed within established time frames.

Engage in research, business, planning, program development and negotiations with tribal governments, in the implementation of legislation that will lead to the assumption of county-based human services by tribal governments.

Evaluate and monitor the effectiveness and efficiency of health and human services programs across the Department of Human Services (DHS) that leads to the reduction of health disparities of American Indians.

Provide leadership to the Director of Indian Policy to ensure that American Indian health and well-being strategies are considered throughout departmental planning process and are reflected in the department’s budget and legislative proposals and application for grants to external organizations and agencies.

Provide expert technical assistance and advice to the Director of the Office of Indian Policy regarding enhancing tribal and urban health and human program development and implementation, government-to-government consultation with tribal governments and the implementation of the department’s tribal consultation policy.

Four (4) years of experience managing programs related to working with, interacting, and collaborating with tribal nations and tribal communities. Experience must demonstrate:

Proven working knowledge and understanding of treaties, tribal sovereignty, and government relations between Tribal Nations, and federal, state, and local governments.

Strong racial equity lens and cultural competency sufficient to build strong working relationships and communicate across cultural lines.

Skilled in project planning and operations sufficient to organize projects with others, establish goals and timetables, clarify mutual expectations, and evaluate results.

Strong interpersonal skills to mediate, persuade, negotiate, and manage relationships with American Indians and urban Indians and effectively resolve problems or issues.

Knowledge of human services programming and Tribal populations served by those programs.

Preferred Qualifications

Experience in or substantial knowledge of human services programs.

Knowledge and ability to manage and coordinate an organizational response to the queries, compliments, and complaints of the public and agency stakeholders appropriately and effectively.

Excellent judgment in providing a high level of discretion and sensitivity to issues affecting the communities.

Experience in or knowledge of government organizations, functions, and relationships.

Variety of experiences working effectively with others from different backgrounds and cultures.
