ESD is seeking a Senior Software Engineer Supervisor
(IT Application Development Senior Specialist) to
join our dynamic Leave & Care Technology team at the Employment Security Department (ESD). The ideal candidate will have proficiency in agile software development and a strong understanding of service-oriented design and development using technologies such as C#, ASP.NET
Core, MS Dynamic 365, Azure DevOps and T-SQL are essential.
The successful candidate will be a proven leader with the ability to mentor and guide a diverse team of technical professionals. They will be responsible for ensuring the delivery of high-quality software solutions through agile processes and scrum methodologies. This role requires excellent critical thinking and problem-solving skills, as well as the ability to communicate effectively across technical and business domains. The candidate should be adept at collaborating with product management, project architects, team leads, and business analysts to design, develop, implement, and maintain technology systems that support the Paid Family and Medical Leave Program (PFML).
In addition to technical expertise, the ideal candidate will demonstrate strong leadership and interpersonal skills, fostering an inclusive and adaptable work environment. They will be responsible for establishing and enforcing best practices and standards within their team, conducting code reviews, and ensuring compliance with accessibility, security, privacy, and performance standards. The ability to manage multiple projects and priorities effectively, while maintaining a focus on quality and performance, is crucial for success in this role.
Duties
Ensure quality code and solutions standards are implemented within the team .

As senior developer/engineer and/or team lead, establish and communicate best-practice standards for development staff and vendorsReview team technical output for quality throughout the Software Development Lifecycle (SDLC)Assess and approve the inclusion of high-risk components into codebase following reviewDesign and lead application development for target solutions within development teams and across Leave and Care technology. Qualifications
Bachelor's degree in computer science, information technology or a closely related field and seven (7) years of progressive experience in information technology that includes software architecture, software development, computer programming and/or software systems administration.OR:
11 or more years of progressive experience in information technology that includes software development, computer programming and/or software systems administration may substitute for the education requirements.AND:
3 years of supervisory experience in software application development for large and complex systems, preferably in a government environment.3 or more years of experience with agile software developmentDemonstrated knowledge in C#, ASP.NET, MS Dynamic 365 development and deployment, Azure DevOps pipelines, GIT repositories, T-SQL, Azure Cloud Services, SaaS (Software as a Service) development and deployment, and API integration.Demonstrated experience with Agile software development methodologies, particularly Scrum and Kanban, and experience with the full application life cycle, including requirements gathering, design, development, testing, deployment, and ongoing maintenance.
