The Leave and Care Division is hiring an Employer Focus Product Manager (WMS2) in support of the Employment Security Department's Vision and Mission. You will collaborate with colleagues across the division and agency to provide people-centered, accessible services to workers and employers so Washingtonians can take time to care for themselves and the people they love. As a direct report of the Transformation Manager, the Employer Focus Product Manager is responsible for the development and implementation of the Leave and Care Division's internally and externally facing products and services related to employer customers, employer agents and elective coverage customers. This position will be responsibility for implementing portions of both the WA Cares Fund and Paid Family and Medical Leave programs.

You will aid the Transformation Manager by ensuring consistent and effective design, priority setting, and informed decision-making so that the division can deliver products and services that are equitable, customer-centered, and support the mission, vision, and values of the organization. You will work with stakeholders, including employers, employer agents and elective coverage customers, advocacy groups, the division's Operations Manager, Technology Manager, Policy and Rules Manager, Research and Data Manager, and other leaders to support the development, deployment, and continuous improvement of the division's systems, products and services, ensuring accessibility, equity, and driving customer value. You will work closely with the other product managers to align with the division's priorities, standards, and vision. This full-time and permanent position allows for

optional flexible/hybrid schedule opportunities

including working four days telework and one day a week in-office.

Duties

As the Employer Focus Product Manager, you will supervise a team, including Business System Analysts and Product Analysts. Working in collaboration with other Product Managers, the Customer Care Team Operations Manager, the Technology Manager, and their leadership teams. You will collaborate with the product management team to create and manage processes that leverage research, data and customer insights, promote effective design, and maintain a cohesive user experience. Ensuring that the product backlog reflects our customers' needs and includes details and acceptance criteria that accurately reflect laws, rules, policies, and procedures following best practice design principles and embrace innovation.

Some of what you will do:

Define the employer, employer agent and elective coverage customer product strategy and roadmap.Ensure all products and services reflect customer-centered principles and are accessible and inclusive of customer demographics.Create and maintain a visualization of the present-day customer and staff experience and define the future vision for our products and services.Develop and document workarounds to meet the short-term and long-term needs of staff using the systems.Develop and manage processes that ensure a cohesive user experience (including consistent design and language) across division and agency (when applicable) products and services.Deliver prioritized epics and corresponding justification and requirements to technical teams.Work with stakeholders to facilitate partnerships with external organizations that promote and support equitable access to our products and services.Be an expert in our employer, employer agent and elective coverage customers' needs and experiences, as well as our internal customers' needs and experiences related to these customers.Provide subject matter expertise and leadership across the division to ensure internal and external customer needs, desires and requirements are understood and at the center of product and service design and development.Collaborate with project teams to develop communications strategies, objectives and plans that address customer needs and priorities.Perform product demos to staff, stakeholders, and employer, employer agent and elective coverage customers, gather their feedback and insights, and refine priorities and strategies for future development.Create, implement, and own projects and their key milestones and ensure timely, accurate, and quality execution of all deliverables.Work collaboratively with Product Analysts and Business System Analysts to improve the customer experience and meet business needs.Click here for a full description of duties.Qualifications

Required:A bachelor's degree OR five (5) years' managing customer service initiatives

Must have or possess:

Knowledge of Paid Family and Medical Leave and WA Cares Fund policies and regulations.Ability to translate the big picture of the agency and divisional strategic plans and goals into the tactical activities that yield customer-focused products that will help achieve those goals and strategic plans.Experience in Agile methodologies, project management, Lean, continuous improvement, problem analysis/solving techniques; supervisory practices, and management approaches, change management and organizational development theories.Ability to communicate and work with diverse individuals and groups.Collaborate with teams across the organization to ensure consistent and effective design, priority setting, and informed decision-making.Establish and foster effective working relationships between the unit and the technical, finance, policy, customer care, and other teams to meet the division's and agency's mission and goals.Ability to concisely, yet thoroughly, explain complex policy, technical and other matters to diverse audiences using Plain Talk principles.Experience in supervising and managing a team.OR:

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Sick LeaveFull-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note:

Most agencies follow the civil service rules covering leave and holidays for

exempt

employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military LeaveWashington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement LeaveMost employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
