This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. Telework eligibility is based on the business needs of the unit and is at supervisory discretion. Commuting to the St. Paul office location for occasional in-person meetings is expected.
The Property Tax Division helps ensure the proper administration of the state’s property tax laws. It plays a key role in the property tax process through its interaction with county government by overseeing the administration of the property tax system, ensuring fairness in assessment, distributing funds accurately, and educating local officials and the public about how the property tax system works. The division is unique in that Minnesota property tax is a local tax primarily administered at the county level. Its primary customers are the counties, cities, and local officials throughout the state that directly administer and collect property taxes.
This position exists to serve as the overall program administrator for the Senior Citizens’ Property Tax Deferral Program and provides engagement, outreach, and comprehensive subject matter expertise in the administration of this program. The person in this role serves as the primary subject matter expert and point of contact for the program, provides customer assistance to taxpayers, property tax administrators, and agency personnel regarding the program and administration of property taxes. This person also conducts audits and reviews of participants in the program to ensure they are in compliance with state law, provides outreach and education to county administrators and senior citizens, and maintains and updates systems used for administration of the program.
Minimum Qualifications
Three (3) years of experience providing customer service to individuals, including working with vulnerable customers
Three (3) years of experience with tax administration, public administration, professional tax research, or a related field
AND
Must have a valid class D driver’s license or reliable transportation

Project management skills to manage multiple complex projects, changing priorities, and ability to meet deadlines in working with Board members, assessors, and team members
Proficient computer and technology skills, including Microsoft Outlook, Excel, and Teams
Strong organizational skills sufficient to prepare and maintain files in a logical fashion and appropriately prioritize work assignments
Effective oral and written communication skills sufficient to present ideas, explain complex and technical information in a manner which can be easily understood by the public, and to communicate effectively with technical experts and team members
Strong human relations skills to work constructively with other employees, customers, and board members
Ability to read and interpret information sufficiently to develop and deliver written materials
Communication skills sufficient to effectively deliver information to a broad range of customers.
A patient and empathetic attitude
Preferred Qualifications
Experience leading the management of a program
Knowledge of Minnesota's property tax laws
Experience working in GenTax
Physical Requirements
Requires occasional moving of articles such as boxes of training materials, laptop computer, and projector
Additional Requirements
Prior to an offer of employment, a background check will be conducted. This will include, but is not limited to checking degrees and licensures, criminal history, and tax filing and payment history. All individual income tax filing and payment obligations must be current prior to interviewing for this position.
