This position under general direction of the Assistant Director of Human Resources and the Director of Human Resources is responsible to oversee, supervise, direct and lead the HR Operational support functions for the Department of Administration, Minnesota Management & Budget, and Small Agency Resource Team (SmART) partners, which includes, but is not limited to transactions, benefits administration, payroll, file maintenance, website and SharePoint maintenance, leave management, and reporting. The position provides supervision and guidance to paraprofessional team members in the HR Operations unit and serves as a subject matter expert.

This position reports to the Assistant Human Resources Director and serves as a member of the HR Leadership Team. The position has access to labor relations information as defined in M.S. 13.37; participates in meetings where state labor negotiations proposals are discussed and evaluated; provides data and information to labor negotiations as it relates to workforce, job allocation, compensation, and selection issues;

and will have access to and input in agency strike plans.

Minimum Qualifications

Three years of human resources experience that includes processing and/or oversight of personnel transactions, employee benefits, payroll and FMLA.

Leadwork skills sufficient to prioritize, assign, and report on the work activities of team members so the work is completed in an efficient and effective manner.

Strong Human relations skills sufficient to explain and/or respond to difficult and/or sensitive situations or decisions.

Experience using SEMA4 or a similar HR information system sufficient to ensure personnel and position records are entered accurately and timely, and to make correcting entries when needed.

Experience using SWIFT or a similar financial management system sufficient to prepare and monitor the division's budget.

A Bachelor's degree in Human Resources, Business Administration, Psychology, Organizational Behavior, or other related field may substitute for one year of experience.

Preferred Qualifications

Experience supervising team members in the areas of employee benefits, personnel transactions, FMLA, payroll, or similar HR functions.

Experience auditing personnel and/or payroll transactions and correcting discovered errors.

Ability to lead others and influence agency supervisors and managers to consider a broad array of options and to ensure they recognize human resources implications of their decision.

Experience in a unionized work environment.

Experience administering and interpreting the provisions of collective bargaining agreements or company plans.
