Summary You will serve as a SECURITY SPECIALIST in the CORPORATE OPERATIONS DEPARTMENT, SECURITY DIVISION, SOUTHEAST REGIONAL MAINTENANCE CENTER (SERMC). Responsibilities You will receipt, control, safeguard and route all internally and externally generated classified material. You will ensure proper control of classified material received/dispatched by the command utilizing knowledge of the DOD and DON security regulations and procedures. You will interpret security classification guides and apply them to classified documents. You will assist with assessment of adequate protection of critical information (vessel schedules, critical maintenance procedures, etc.) during planning, preparation, execution, and post-execution phases of command operations or activities. You will prepare written and oral reports of conditions found and recommend appropriate action where security requirements are not being observed. You will coordinate with the Defense Security Service for inspecting and evaluating security programs of private contractor facilities including access control plans, physical security, force protection and antiterrorism plans, security systems, etc. You will review the completion of Contract Security Classification Specifications regarding the nature of classified contract to identify the level/kind of secure work to be performed and the extent of security/access to Navy vessels and/or assets. You will assist the SERMC Physical Security Manager and contractor Facility Security Officer to coordinate, establish and maintain effective Antiterrorism/Force Protection program between SERMC, Awarded contractors and Ship's Force. You will assist with the planning and administration of the Command's Physical Security, Loss Prevention, Crime Prevention and Antiterrorism Programs to provide protection for all personnel, supporting equipment and maintenance/logistical facilities. You will assist with reviewing and analyzing investigative documents (financial statement, court documents, criminal records, etc.) for the processing of security clearances. You will use the full range of functions, including advanced processes, or one or more word-processing software and/or desktop publishing applications to produce a variety of documents. You will receipt, control, safeguard and route all internally and externally generated classified material. You will use Defense Information System for Security (DISS) to verify security clearance status, submit incident reports, to request research/recertification and/or upgrade (RRU) actions, correspond with various security clearance. You will access the DISS, and the Electronic Questionnaires for Investigations Processing (E-QIP) system. Requirements Conditions of Employment Qualifications In order to qualify for the SECURITY SPECIALIST, GS 0080-11, your resume must demonstrate at least one full year (52 weeks) of specialized experience at or equivalent to the GS - 09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying security regulations and policies affecting government employment to applicants and employees. Experience with criteria and information applied in the security clearance adjudication process. Experience applying DOD, DON, and Southeast Regional Maintenance Center (SERMC) security regulations and procedures. Experience with microcomputer use and database files for storage and retrieval of files, records, reports, etc. Experience preparing directives. Education GS-11 Successful completion of a Ph.D. or equivalent doctoral degree related to position being filled. OR Successful completion of three full years of progressively higher-level graduate education leading to such a degree related to position being filled. OR Possession of an LL.M. that is related to this position being filled. OR A combination of experience and graduate education as described above that equates to one year of experience.
