Summary:
You will serve as a Senior Intelligence Specialist at the GG-13 grade level performing tasks as a controlled access program (CAP) Control Officer (CO) responsible for identifying and disseminating critical information within compartmented access programs to Navy customers. Responsibilities: You will serve as the on-site extension of the controlled access program (CAP) Manager. You will serve as subject matter expert (SME) on controlled access program (CAP) and processes. You will provide analytic support and collaborate with analysts on producing reports within compartmented channels. You will ensure associated program security requirements are met with the purpose of safeguarding specialized information and sources on behalf of national defense. You will validate eligibility and need-to-know requirements for individuals under Navy cognizance nominated for access to controlled access program (CAP) intelligence products. You will review and validate justifications for requests for access to controlled access program (CAP) information prior to submission. You will apply expert knowledge of controlled access programs (CAP) and their respective information sets to support individuals under Navy cognizance nominated for access to controlled access program (CAP) intelligence products. You will serve as an authorized controlled access program (CAP) representative for all Navy issues related to the compliance, coordination, control, and distribution of controlled access programs (CAP) products and access lists. You will lead monthly audits and metrics for controlled access programs (CAP) in collaboration with Division Chief and other Lead Control Officers (CO). You will handle all requests dealing with sanitization of CAP products; use of CAP reports or documents in analysis, briefings, and finished intelligence; and re transmission of CAP reports or derived analysis to additionally cleared customers. You will ensure compliance with physical and electronic security standards and protocols including use of appropriate means for dissemination. You will oversee the development of standard operating procedures (SOP) for local Control Officer (CO) functions and compliance procedures. You will develop and provide customers with training on storage, safe-guarding, handling, destruction, and record keeping protocols for controlled access programs (CAP). You will report any security incidents to controlled access program (CAP) Managers. You will foster sound compliance practices amongst customers to prevent data spillage or inadvertent disclosure. You will lead the use of access control systems across all controlled access programs (CAP). Requirements: Conditions of Employment: Qualifications:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: Implementing policies, procedures, standards, training, and methods for identifying, preventing, and protecting information, personnel, facilities, operations, or material where the loss could pose a direct threat to national security. Administering personnel accesses and managing controlled access program (CAP) information/materials in accordance with the policies/procedures. Maintaining the security integrity for controlled access program (CAP) materials - preventing the loss of access, clearances, or facility accreditation. Validating eligibility and need-to-know requirements for individuals nominated for access to controlled access program (CAP) intelligence products.
