Brief Job Description:
The Program Specialist VII, functionally known as the Program Evaluator, will work in the Health and Human Services Commission's (HHSCs) Behavioral Health Services Division in the implementation of the Texas Targeted Opioid Response grant encompassing multiple federal grants that target opioid use. The Program Evaluator is responsible for developing a comprehensive strategic evaluation plan that encompasses all opioid focused grants and ensuring that evaluation activities are complementary to the Texas Targeted Opioid Response team. The Program Evaluator will directly report to the Statewide Opioid Coordinator who is responsible for coordinating all federal grants related to the opioid crisis. A prime candidate for this position possesses the knowledge, skills, and abilities documented in this job posting. Essential Job Functions (EJFs):
(40%) Comprehensive Strategic Evaluation Plan
--Develop a comprehensive strategic evaluation plan that encompasses all opioid focused grants and ensure that evaluation activities are complementary to the Texas Targeted Opioid Response grant
(40%) Data Collection, Analysis, and Quality Improvement --Track measurable goals and objectives related to data collection, management, analysis and reporting of data relating to the Texas Targeted Opioid Response grant; --Conduct data analysis and generate monitoring reports consistent with the programmatic parameters of the Texas Targeted Opioid Response grant; and --Conduct review and quality improvement processes to track performance measures and objectives.
(20%) Stakeholder Collaboration --Provides clear and useful reports for the Texas Targeted Opioid Response teams and other stakeholders as needed to implement the comprehensive strategic evaluation plan; --Supports the Texas Targeted Opioid Response team by using data to improve programs and respond to client needs; and --Develops and prepares internal reports of status, progress and outcomes of evaluation activities.
Knowledge, Skills and Abilities (KSAs):
Knowledge of principles of health and human services policy and planning
Knowledge of local, state, and federal laws related to the program area; of public administration and management techniques; of statistical analysis processes; of budget processes; of research techniques; of training and marketing techniques; and of program management processes and techniques
Demonstrated knowledge with opioid data and surveillance
Skill in developing and implementing communications strategies
Skill in managing multiple and competing priorities

Ability to ensure evaluation activities are done in a culturally competent manner
Ability to understand and effectively interpret agency and program rules, policies and procedures --Ability to communicate effectively orally and in writing --Ability to gather, assemble, correlate and analyze facts

Initial Screening Criteria:
Graduation from an accredited four-year college or university with major coursework in statistics, social sciences, or a closely related field. Experience and education may be substituted for one another.
Experience in a field related to behavioral health services, with specific focus on prevention, recovery, or treatment of substance use disorders, specifically, opioid use.
Experience in data collection, data analysis, report writing, and program evaluation.
