Department of Social Services is seeking highly qualified candidates to fill a Continuum of Care Contract Specialist (Community Developer 1G) position, grade G18

within the

DSS Community Services Division.About the Position:The Contract Specialist for the local Continuum of Care (CoC) is responsible for case record reviews, invoice processing, fiscal and program monitoring, vendor development, corrective action follow-up, data quality assurance, and reporting. Duties include, but are not limited to the following:Have a solid knowledge base of federal, state, local, and departmental regulations governing program assignments.Maintain a master chart of all vendor contracts, funding sources, and monitoring/reporting deadlines.Conduct programmatic and fiscal monitoring of all Community Services Division contracts to ensure compliance.Review case records to ensure compliance with federal, state, County, and departmental standards and maintain a chart of all case record review dates.Review and approve all sub-contractor fiscal expenditures to ensure compliance with federal, state, County, and departmental standards.Prepare timely daily, weekly, monthly, quarterly, and annual reports as needed to meet funding and other programmatic requirements.Develop corrective action plans, monitor vendors' progress and performance.Provide technical assistance to vendors as needed.Complete training necessary to become proficient in the Homeless Management Information System (HMIS) and update program participant service records as needed.Establish and maintain a cooperative relationship between community customers, vendors, agency employees, business, and public interest groups.Adhere to agency standards of excellent customer service.Conduct procurement and fiscal-related functions in support of CSD activities and prepare timely daily, weekly, monthly, quarterly, and annual fiscal reports as needed.Willingly and cooperatively perform tasks and duties that may not be specifically listed in the position description but are within the general occupational category of the incumbent’s class of work and other related duties.Minimum Qualifications:Bachelor’s degree in human services, social work, sociology, or other related fields.An equivalent combination of education and experience will be considered.Preferred Qualifications:Bachelor’s degree and a minimum of 3 years of experience in finance, contracts & Procurement or related field.Successful experience engaging with consumers and working across systems with multiple organizations.Bi-Lingual Spanish speaking.Other Candidate Requirements:Excellent written and oral communication skills.Proficient in the use of computer software applications i.e. Word, Excel, PowerPoint, etc.Evening/weekend hours occasionally necessary.Ability to excel in a team environment.Job Location:
