Under the general direction of the Staff Services Manager II (SSM II), the Staff Services Manager I (SSM I) provides technical and complex strategic data solutions support to the Human Resources Branch. The SSMI is also responsible for planning, organizing, and implementing workforce planning and succession planning initiatives. This unit partners with senior management and the executive team to strategize and identify the organization’s workforce planning needs and aligns resources to support the needs of the Department of Housing and Community Development (HCD).

Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarters location will be designated based on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.

Desirable Qualifications

Experience developing and maintaining a workforce and succession plan.

Experience analyzing large datasets and developing data visualizations and data products used in presentations to executive management and/or key stakeholders.

Experience defining, planning, and leading research projects, and identifying appropriate research protocol and methods.

Experience analyzing quantitative and qualitative data to reach sound conclusions and/or make recommendations.

Experience with various computer programs to complete analysis (e.g., Microsoft Power BI, R Analytics, PeopleSoft) develop spreadsheet, database, and presentation graphics.

Demonstrate excellent flexibility, communication, and organizational skills with the ability to handle multiple priorities and deadlines.

Ability to communicate clearly, tactfully, accurately, and effectively when speaking or writing.

Ability to work in a fast-paced environment and adapt to changing priorities and needs.

Ability to take initiative, pro-actively develop solutions, and make sound decisions.
