Permits and Development Manager/Chief Building Official, Village of Oak Park, IL
The Village of Oak Park, Illinois, a dynamic community located just eight miles west of Downtown Chicago, is accepting applications to fill the Permits and Development Manager/Chief Building Official position.
The Permits and Development Manager/Chief Building Official will be responsible for planning, directing, managing, and overseeing the activities and operation of the Permits and Development Manager including plan review and building inspection; review and recommend adoption of various building codes; manage contracts for external support; encourage investment in the community through efficient and strategic building codes and internal processes to coordinate assigned activities with other Village departments and outside agencies; and provide highly responsible and complex administrative support to the Director of Development Services as the Village’s Chief Building Official and ADA Coordinator.
The ideal applicant will be able to accomplish the following:
Assume full management responsibility for all Permits and Development Division services and activities including plan review and building inspection; recommend and administer policies and procedures.
Manage the development and implementation of Permits and Development Manager goals, objectives, policies, and priorities for each assigned service area.
Establish, within Village policy, appropriate service and staffing levels, monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
Plan, direct and coordinate, through subordinate level supervisors, the Permits and Development Manager work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with management staff to identify and resolve problems.
Assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.
Select, train, motivate, and evaluate Permits and Development Manager personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
Oversee and participate in the development and administration of the Permits and Development Manager budget; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.
Explain, justify and defend Permits and Development Manager programs, policies, and activities; negotiate and resolve sensitive and controversial issues.
Provide staff support to the Director of Development Services; attend Village Board meetings when necessary; provide staff support for evening commission or committee as required; prepare and present staff reports and other necessary correspondence.
Organize and facilitate the Building Code Advisory Commission meetings in alignment with the Open Meetings Act, and present updates to various building codes to the Village Board with the Development Services Director.
Interpret and apply building codes; provide building code information to the public and contractors.
Conduct field inspections of buildings, plumbing, electric, HVAC, etc., as needed.
Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of building codes.
Respond to and resolve difficult and sensitive citizen and contractor inquiries and complaints.
Encourage investment in the community and balance the needs of economic vitality and development with the need for building code updates, permits, and inspections processes.
Manage the Permits and Development Manager to support the Development Services mission to enhance the quality of life in the Village of Oak Park by providing efficient, consistent, cost-effective, courteous, and prompt customer services designed to encourage investment in our community.
Direct staff and monitor activities related to construction sites, elevator maintenance and inspections, and public nuisances.
Manage the CityView Permitting software program and others as necessary.
Perform other duties and responsibilities as assigned.
Monitor Division’s MAP (Measure, Analyze, Perform) Performance indicators and report on progress to the Director of Development Services.
Experience and Training Guidelines
Three years of increasingly responsible experience in permit processing, including at least two years of administrative and supervisory responsibility AND training equivalent to or a Bachelor’s degree from an accredited college or university with major coursework in architecture, engineering, or a related field. Possession of or ability to obtain required certification and possession of a valid driver’s license.
Supervisory Responsibilities
The Permits and Development Manager/Chief Building Official will receive general administrative direction from the Director of Development Services.
Compensation, Benefits, Experience and Training
The compensation for this position is $98,126 – $142,283 with an anticipated hiring range of $120,204.50 +/-DOQ. This is an exempt, non-union position. Applicants can apply directly using the following link:
