This bureau provides the most efficient customer service to our employees (Civilians and Officers) and the public.Interviews are anticipated to be conducted within two weeks of closing date. Why does the job exist?This is the senior career level of the Human Resources Generalist classification series. It supports the work of the other generalists in various sized agencies. Provides advanced level personnel assistance to assigned Division(s) and/or Bureau(s). Will apply a full range of specialized skills and job knowledge to support HR functions. Key responsibilities include: managing leave processes, managing recruiting, hiring, firing, training, skills development, policy implementation, benefits, payroll, government regulation, legal compliance and safety. Mediate and resolve conflicts between employees. All HR functions include leave, compensation, recruiting, employee relations, workforce planning, compliance and overseeing are actionable areas of the HR generalist series. How does it get done?The Human Resources Generalist III provides advanced level personnel to assigned Division(s) and/or Bureau(s). The key responsibilities will include the following:- Provides advanced level personnel assistance to assigned Division(s) and/or Bureau(s). - Addresses all payroll issues and rectifies reporting errors. - Submits TLV's, refunds, deductions, and manual warrant requests. - Regularly works on tasks that are varied and complex. - Responsible for anticipating and analyzing the impact and consequences of decisions made. - Independently performs all activities with considerable latitude. Who are the customers?This position supports the Program Support Division, Statewide Law Enforcement Division, New Mexico State Police (NMSP), Office of the Secretary, Office of Legal Affairs, Administrative Services Division, Information Technology, Law Enforcement Academy, Forensic Laboratory, the Law Enforcement Records Bureau and the State of New Mexico. Ideal CandidateThe ideal candidate will be proficient in HCM SHARE and will have proficient knowledge of all Compensation and Classification Actions, Payroll and all HR functions. Minimum QualificationBachelor's Degree in any field and one (1) year of experience in human resource operations; recruitment, selection, payroll, compensation and benefits administration, labor relations, investigations, HR related training experience and/or occupational analysis. Substitution TableThese combinations of education and experience qualify you for the position: Education Experience 1 High School Diploma or Equivalent AND 5 years of experience 2 Associate's degree AND 3 years of experience 3 Bachelor's degree AND 1 year of experience 4 Master's degree or higher AND 0 year of experience •Education and years of experience must be related to the purpose of the position. •If Minimum Qualification requires a specific number of "semester hours" in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.Employment RequirementsEmployment is subject to a pre-employment background investigation in accordance with all terms and conditions of federal and state law, rules and regulations and is conditional pending results. In addition, the selected candidate must possess and maintain a valid driver's license and a current defensive driving certificate from the State of New Mexico or pass and receive the defensive driving course certificate within six months of hire. Working ConditionsWork is performed in a fast-paced Law Enforcement office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage with extended periods of sitting and a high volume of date flow. Exposure to confidential information. Exposure to officers carrying weapons. Occasional overtime is required to meet statutory and critical deadlines. Some sitting, standing, bending and reaching may be required. Must be able to lift 25lbs. Occasional local and in-state travel may be required.
