This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.
Description of Work:
This position will serve as the Energy Security Manager/Program Analyst II within the Policy and Planning Unit of the State Energy Office. The primary purpose of this position is to serve as the Energy Security Manager (ESM) for the NCDEQ - SEO, and leader of the state energy security team planning and response duties during energy emergencies. The ESM represents the SEO, which serves as the lead technical agency in energy emergency situations, on the State Emergency Response Team (SERT) in training exercises, energy supply tracking, emergency preparedness drills, natural disasters, energy interruptions and related emergency activities. This position will review grant applications and conduct grant management, and interface with the Energy Policy Council and subcommittees, General Assembly, Governor's Office, State Emergency Management, North Carolina Utilities Commission, and partners with the Universities, Department of Environmental Quality (DEQ) Divisions, NCEC, ElectriCities and IOUs. The ESM also authors the annual State Energy Security Plan which is a requirement from the US Department of Energy for the state to continue to receive certain grant funding.
Key Responsibilities
The DEQ State Energy Office serves as the agent of energy planning and program development to ensure a sustainable energy future for the citizens of North Carolina. This Division provides services and technical expertise on energy efficiency, encourages the growth and development of the state's energy economy, and works to increase the use of renewable energy and alternative fuels. The State Energy Office supports energy efficiency in public buildings by assisting North Carolina governmental units manage the use and cost of electricity, water, and other utilities in their facilities. The State Energy Office provides programs, services, and technical expertise for advancing energy efficiency, increasing alternative energy and fuel sources, providing educational opportunities for the public, state and local governments, universities, schools, and businesses, and working closely with other state agencies in responding to energy emergencies during natural disasters andsupply interruptions.

- Develop subject matter expertise regarding commercial, industrial, environmental, electricity and renewable energy programs by developing energy management information and analytical data for industry professionals, the general public, elected officials, state and federal agencies, industry professionals and management regarding existing and future programs and policies that impact NC on a regional, statewide, and national basis
