This position serves as a Lead Analyst within the Classification/Compensation Section of the DHHS Division of Human Resources. Analysts in this section manage classification and salary administration to optimize the Department's ability to recruit and retain employees in a wide variety of areas including health, administrative, and professional occupations. Job responsibilities include the following:

Provide guidance to agency classification analysts on proposed job reclassifications.Manage the integrity of a wide variety of jobs within the agency.Review and approve reallocation recommendations submitted.Apply and interpret salary administration policies in researching and analyzing salary data.Serve as a resource for salary exceptions and in evaluating unusual qualifications.Consult with management on position and organizational design.Review data and trends to provide recommendations to management to improve organizational effectiveness.Provide training to agency HR staff on DHHS Classification & Compensation programs, job evaluation, salary administrationLead project teams in occupational studies.Conduct quality reviews of job evaluation and salary administration activities.Apply relevant federal/state rules and regulations during job evaluation and salary determination.Apply the state's human resource information system (IHRPS) to monitor employment trends and conduct analysis of wage.Create supporting documentation and Analyst Notes.Knowledge, Skills and Abilities / Competencies

Demonstrated knowledge of the principles and practices of job evaluation and compensation data to prepare clear and concise written reports and findings.Demonstrated experience in implementing, communicating, and administering salary policies and procedures.Demonstrated proficiency in writing to develop technical and policy-based analytical reports.Demonstrated ability to work collaboratively and build working relationships with stakeholders and customers.Proven ability to communicate effectively verbally and negotiate resolutions to difficult situations.Management preference will be given to applicants with:

Knowledge of the IHRPS SAPExperience as a team lead or supervisor reviewing the work of others.Proven ability to use HRIS applications to review, monitor and report human resource transactions.Candidates selected for interview will be asked to provide a writing sample.
