Position Summary

The Business Information & Analytics Office (BIAO) is a centralized business intelligence (BI) team that provides reporting and analysis of Medicaid claim, beneficiary, and provider data in support of Division of Health Benefits goals, objectives, and operations. BIA leverages technology and data to advance organizational oversight and decision making to the betterment of Medicaid beneficiaries and providers.

This position reports to the Associate Director of Quality Reporting Solutions. The Business Systems Analyst II provides reporting and analysis of Medicaid financial and claims data in support of the DHHS Division of Medicaid objectives and operations. This position evaluates the functionality of the most complex business and program application systems to identify gaps and measuring the solution impact on agency operations. This position forecasts business needs and divisional strategic plans and design solutions that align business processes and the applications that support them with those goals.

Job Specific ResponsibilitiesPerform data research and analysis to support mother/birth parent to baby matching using data resourced from NC Birth Certificate data in support of complex maternal measures, analysis of data resourced from the NC Immunization Registry and Health Information Exchange.Develop complex extracts, reports and analysis using data and information from data warehouses, Medicaid claims processing system (MMIS), NC accounting systems and other division data sources.Use various Business Intelligence tools and programming languages such as SQL and SAS to build reports and extract data from division systems.Design, build extracts, and query large data sets from data warehouses.Provide consultative support to staff around business processes and practices that drive division data.Provide consultative support and coaching to non-analyst staff on appropriate use of data and reporting tools.Knowledge, Skills and Abilities / Competencies

Experience communicating effectively with internal and external stakeholders.Strong analytical skills including data analysis, data modeling, and/or data mining.Thorough knowledge of applicable Business Information (BI) systems, testing methodologies, training, and business system analysis.Experience working with standard database query tools, such as SQL, SAS, or other commensurate tools, such as Business Objects.Experience presenting data visually using tools like Tableau, QlikView, Cognos, Microsoft Power BI, Google Charts, and/or other similar tools.Strong proficiency in Microsoft Excel.Experience with managing client data and report requests or issues; ability to fully understand and address them.Management Preferences:

Previous and proven work experience at Division of Health Benefits/NC Medicaid or other large health insurance company.Familiarity with relevant and current NC Medicaid operations or other large health insurance company.Thorough knowledge and experience with SAS/SQL and Cognos and/or Tableau.Experience with Medicaid and/or other healthcare systems and data.

Bachelor's degree from appropriately accredited institution in a discipline related to the area of assignment with three years of programmatic experience related to the area of assignment; or an equivalent combination of training and experience.

Degrees must be from appropriately accredited colleges or universities.
