Description

The Office of the Secretary of State (OSOS) offers some of the most unique and diverse job opportunities in state government. Address Confidentiality Program Manager, Program Specialist 5

Full-time, Permanent

This position reports to the Operations Deputy Director and serves as the Address Confidentiality Program (ACP) expert for the office. The ACP serves survivors of domestic violence, sexual assault, stalking, trafficking, and certain employees at risk of harassment and has statewide impact. This position administers, oversees, and directs the ACP in accordance with state law and agency policies, and informs local and state agencies and administrative staff on aspects of the program.

Duties

Administers the agency's Address Confidentiality Program.Tasks

include:Manages the statewide services of the ACP to include enrollment, certification, cancelation, protected record voting and marriages, outreach, school enrollment and revocable trusts in accordance with RCW 40.24.Interviews, onboards, manages and evaluates program staff.Provides input to Deputy Director/Director for staff position description development, recruitment and staffing needs.As subject matter expert, confers with program and agency staff, government agencies and private entities; poses solutions as unique and unprecedented issues arise.Develops, maintains, and continuously evaluates program rules, policies, and procedures for compliance with RCW 40.24.Identifies new tools and resources for program improvements; makes recommendations to the Operations Deputy Director and Director.Determines program outcomes and priorities and ensures services meet required timelines.Develops program strategic plan.Oversees the public facing ACP website content to ensure the public understands the capabilities of ACP and how to effectively engage the program.Prepares and delivers program presentations, workshops, and training materials to support the administration of the Address Confidentiality Program.Approves leave requests of program staff leave requests and ensures adequate staffing to meet participant needs.Monitors attendance and work performance.Writes and delivers expectations and performance evaluations.Provides staff training and provides feedback and correction.Provides information to stakeholders and program participants seeking to purchase a home through a revocable trust.Coordinates with attorney general on program related issues as needs arise.Analyzes simple and complex complaints to determine if work is completed in compliance with program rules and guidelines.Collaborates on content for state and local agency training and advocate certification.Collaborates with management team and legislative director to identify potential statute changes; reviews and drafts administrative rules.Coordinates with IT staff on software development and production needs.Represents the program at the national level, consults with other states regarding development of similar programs, laws, regulations and promising practices.Develops decision packages to request additional program funds in accordance with the office budget development process.Directs the program's budget.Tasks include:Retains delegated budget authority to spend funds to achieve program goals.Coordinates with the Budget Manager to develop annual spending plans for the program.Creates and audits expenditure reports; ensures spending complies with established spending plans.Analyzes expenditure trends and projects budget shortfalls; coordinates with Budget Manager to develop corrective spending strategies.Collaborates with contract and purchasing program to develop interagency agreements & service contracts.Oversees and manages program-specific contracts to ensure vendor work is performed within scope and in accordance with contract terms and budget constraints.Manages vendor relationships, verifies contract deliverables, ensures invoices are paid timely, and coordinates contract modifications.Other dutiesTasks include:Participates in various functions as a member of the Operation's Division leadership team.Performs other duties as assigned.Qualifications

REQUIRED QUALIFICATIONS

Five years

of experience providing support to staff or a program including, but not limited to, interpreting policy and instructing others on application of policies, representing a program or office to clients, interacting with members of the public, composing correspondence; at least two years of this experience must be independently performing these duties.One year

supervisory experience performing: interviewing, hiring, training, assigning, and/or directing work and evaluating staff.Ability to efficiently use a personal computer and applicable software to successfully perform the essential functions of the position.PREFERRED/DESIRED QUALIFICATIONS

WORKING CONDITIONSThe incumbent will work primarily in an office environment with standard office equipment. This position requires sitting at a computer for long periods of time. The standard work hours are Monday-Friday from 8:00 AM to 5:00 PM, some evening and weekend work is required. Occasional local and statewide travel to meetings and training may be required and may also include nationwide travel. The incumbent in this position will communicate information both verbally and in writing, primarily with external customers, many customers are exposed to sensitive issues such as domestic violence, sexual assault, and stalking. The incumbent must represent the Office of the Secretary of State in a competent, confident, and professional manner including professional dress.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social SecurityAll state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

HolidaysFull-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick LeaveFull-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note:

Most agencies follow the civil service rules covering leave and holidays for

exempt

employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military LeaveWashington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement LeaveMost employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
