Job SummaryThe Disability Services Division Deputy Director, in partnership with the division director, brings leadership, strategic direction, and coordination to advance and develop a person-centered and effective disability services system.
The Deputy Director is responsible for the scope of work in the Disability Services Division portfolio and communicating clear vision and priorities, delegating to and empowering Division employees, and measuring performance and accountability.
The Deputy must have strong management, project management, and interpersonal skills. At an executive level, the person in this position oversees the operational needs and oversees service policy for the Disability Services Division. This position also assists in managing program and policy development staff who oversee and develop policy and service implementation across programs that support people with disabilities.
The person in this position is expected to provide high-level management and direction of business operations for the division.
The Deputy will assist in facilitating strong, effective working partnership with other divisions and administrations of DHS, other government agencies, advocates and partners, lead agencies and experts in the field. A highly visible and complex leadership role, the position requires the incumbent to strategically plan resources and activities across DHS Divisions, Administrations, other state agencies, counties, tribes, people receiving services, their families and support systems, and providers that will:
Ensure effective administration of complex, statewide programs and services for Minnesotans of any age with disabilities, including developmental and intellectual disabilities, autism, physical disabilities, brain injury, mental illness, or chronic health conditions.
Advance the division’s efforts to help people live, work and enjoy life in ways that are most meaningful to them by building a system that promotes a person’s control over their own life and advances their *CHOICE*: Community membership, Health, wellness and safety, Own place to live, Important long term relationships, Control over supports, and Employment earnings and stable income.
Integrate outcomes and system performance data in decision making to improve accountability and efficacy for services and programs, inform support planning and individual choices, and support public awareness.
Address disparities in outcomes and the need for culturally specific home and community-based services.
This position has decision-making authority on behalf of the Disability Services Division Director.
QualificationsMinimum QualificationsProfessional leadership or supervisory experience.
AND
2 years of professional leadership or supervisory experience managing programs, including strategic planning and directing the work of staff.
OR
5 years of professional leadership or supervisory experience working with programs that serve people with disabilities along with directing the work of staff. Experience must demonstrate the following:
Extensive knowledge of and experience working with people with disabilities.
Extensive knowledge of and experience in home and community based service organizations.
Extensive knowledge and experiences implementing large-scale projects and reform initiatives in government/social services programs; strong project management skills.
Thorough understanding of both government operations and the disability services support industry.
Preferred Qualifications
Managerial experience.
Human relation skills sufficient to build networks of colleagues throughout the public sector; to effectively persuade; to deal effectively with complex and often, competing relationships and agendas; to build relationships with key partners, including tribes, counties, and community organizations; and to understand, develop, motivate, collaborate, and lead others.
Demonstrated conflict resolution skills sufficient to resolve differences and to influence the endorsement, acceptance, and priority for agency positions and policies.
Ability to think strategically and innovatively.
Variety of experiences working effectively with others from different backgrounds and cultures.
